If you have your account setup online you can do it there.  After logging in click on Verizon Safeguards in left hand column.  Then select Spam Controls in the drop down window.

You need Call & Message Blocking which will allow you to block up to five phone numbers at a time from calling and texting you. First, you must be registered online at My Verizon as the account owner. Once signed in, click on the My Services tab, then click on Verizon Safeguards, then Spam Controls. Blocks expire after 90 days. Hopefully s/he will have gotten the hint by then.

Yeah,hate it when people just post the same answer to boost their post numbers.

 

SFO...in the security section on the blackberry is there an option called restrictions? On my Env2 I have the option to allow only phone calls from my contacts, block all or just allow all calls to come in.

I had the Env2 before my current Storm 1. It is a good phone and yes you can block calls that way.  But all phones don't have that option.

An easier way to navigate to the Stop "pscyho calling" is to go to vzw.com/spamcontrols

 

There you can block 5.

 

If you have 20 "psychos" calling you will need to order Usage Controls vzw.com/usagecontrols to block them all.

perhaps there was a typo in there here are the links with the full URL and bypassing the easy to remember shortcuts:

I'm using Kaspersky Mobile Security Suite 9, which includes an antispam component (along with firewall, virus checker, etc.) that gives me both black and white lists to enable or prevent phone calls, texts, etc. from unlimited numbers of individuals.  I would think other mobile security suites besides Kaspersky could do this as well.
