Why won't my Apple watch unlock?

I had to download mobileiron and now my watch won't unlock.  Even though I unlock my iphone, I still get "Device Locked, unlock iphone to start using apple watch".  After some research, I know I'm supposed to go to the Watch app and switch the "unlock with Iphone".  In the Watch app, if I go to passcode, I get "unlock apple watch, your apple watch is currently locked.  please unlock it to continue".  I have unpaired the phone, turned off the bluetooth and powered off both devices.  Any idea on how to fix this?  I would like to keep the data on my watch since I've had it for over a year.  Thanks!!
