Verizon says IMEI is blacklisted, AT&T says it is not, what to do?

Hopefully this is an easy question to solve.

I purchased this iPad2 early last year, had it on AT&T's system until this month. Ported all my devices (2 other iPads and 2 iPhones) from AT&T to Verizon and this iPad is the only one I an having an issue with getting on the Verizon network. I have a Verizon SIM, and have confirmed from AT&T that this iPad or IMEI, is NOT blacklisted.

How do I get Verizon to understand this?

Thank you in advance!

Getting your iPad to see our network is a must. We want to help get you connected. However, this is something that can only be addressed at a store location.

This is because we may need to pre-activate your SIM card before installing it into your iPad. Here is a link to help you locate the closest store to you http://vz.to/2lVFbJd
