Contact Verzion. If you have an account in good standing, they will unlock for foreign SIM.

Depends on what you want it for.

Can you unlock it so you can put in a foreign SIM and use it in another country - YES

Can you unlock it so you can put in a T-mobile or an AT&T SIM to use in the USA - NO
