There is a 14 day return period, I'm assuming it's the same for exchanges, but you may have to pay a restocking fee, or they may want you to use the manufactures warranty; which I wouldn't do.
If it is less than 14 days old and there is no physical or liquid damage AND you purchased it at a corporate VZW store or VZW.com then take it back. If they can't get it to work then they'll swap it.
If you purchased it at a retailer then you must take it back there.
