While my phone is off, and plugged into wall, computer or car, it charges just fine- Overnight it'll go to 100%, battery use & drain is about normal no worries there.
BUT- if I plug the phone in while I am using it, or even if I just leave it turned on while trying to charge it- it will not charge. I've tested this with several different cords & power sources, charges fine when off, won't charge when on. The little battery icon will show a lightning bolt, but never the moving blue bar that indicates charging. If I turn the phone off, charge for 10-15 minutes, then turn the phone back on to use, it will use up the little amount of charge that built up in that 10 minutes, and then power back off.
I can *not* figure out what changed. I've popped the battery out, I've compared settings to the other Stratosphere in the house, nada. It is making it really hard to get anything done while out and about.

The charging behavior outlined on your post is not common. My Stratosphere charges well off and on. It sounds like a conflicting 3rd party application may be causing this issues. Run in Safe Mode http://bit.ly/PPvmW7 connect to a charger to test, if it charges fine while in Safe Mode you must identify the conflicting application and remove it for good. If issue continues while in Safe Mode, I recommend doing a factory reset http://bit.ly/OczUY2 to resolve any operating system errors that may be causing the issue.
