Like the title says, I need to recover a few contacts being deleted by accident. The lost contacts are mostly potential clients and I checked the previous backup which was two weeks ago. Fortunately, I just got back a couple of ones but for others, they were completely missing. Does Verizon offer such a service for contact recovery?

If you've backed up your Android contacts with Gmail account, then you can easily restore your contacts from Gmail.
If you didn't back up with that,I don't think you can recover deleted contacts from Android phone due to they're overwritten by newly created data.
but i still recommend you download some trail version of Android data recovery to scan your android phone, check if they're there. it's free.

Verizon offers the cloud app which will restore contacts, but it will only be able to do so if you have set it up to backup prior.

There is no "un-delete" function. If you don't have a backup the contact is gone. Perhaps you can look through your sent email and find one to the person you want to restore. From that email you can re-create the contact.

If they are on the device you are [removal required by the Verizon Wireless Terms of Service] when deleting there is no "trashcan"
Now if you used Google contacts(saved it there) the you can recover what you deleted for up to30 days before it is actually purged.

I would be lost if accidentally deleted important contacts from my phone. If you had the Verizon Cloud service set up on your phone, you can check your online account for a list of your backed up contacts. Here is a great link on how to use the Verizon Cloud service.
