I spoke with Samsung Pay support. They are saying since my phone is encrypted, I need to disable encryption and try again. Not sure I want to do that.

Still no go. Uninstalled Samsung Pay and reinstalled. Same error.

If you previously side-loaded either of the files it might be causing the
problem. You may want to try a factory reset. Annoying, I know, but it
could help.

Or, just uninstall the side-loaded apk and try an official install.

Thanks. I did not side-load anything. Waited for the update form Verizon and installed Samsung Pay from the Google Play store last night.

FWIW...I did the sideload thing with the apk files.....and mine is
working properly.

I had this same issue when I was connected only to 4g connection. I connected to a wifi connection and it went through. I don't have the explicit proof but if I didn't know any better, I would think.. Verizon is blocking something...
