Hi mclay06,
I am sorry your bluetooth is not turning on! Have you tried to repair your bluetooth device to your S3? Here's a link to the guide for the steps http://vz.to/1r2igIR.
Thank you!

The Bluetooth on the phone will not turn on. When you go to turn it on the button turns back to off.

Thanks for the update, mclay06. Did you try to remove the current blue tooth device on your phone to re add the device to see if the pairing reconnects it? Try doing a soft reset by powering off the device for a good minute. Turn it back on and the remove the current blue tooth and then power cycle it again then to do a fresh re-add of your blue tooth device. Let me know how this works out or visit http://bit.ly/yN1P80.
Thank you!

I can't pair a device to my phone because the bluetooth button on my phone will not turn on. So it is not a issue of pairing to a device. The bluetooth part of the phone will not turn on at all.

Thanks for the additional information mclay06! Let's make sure to resolve this issue pronto! A factory reset will resolve any system issues (including Bluetooth) produced while updating your software to latest version. Please follow the steps at this link http://vz.to/1xo6ScD to complete a factory reset. Make sure to uncheck at step number 3 **very important**.

mclay06, a factory reset usually will fix any issue within a device. I'm sorry that didn't resolve yours. Does your device have any physical or liquid damage on it? Will you please check the charing port and the inside of the device?
