My Samsung Galaxy Strat. II was water damaged but after putting in rice I got it to come on. The problem is, when I try to charge it with my home or car charger, i get a warning message that the charger isn't compaitble. Is this a phone or battery issue

This putting in rice is a fallacy. The best hope is to put a hair dryer to it, But even at that...most phones don't swim well. goodluck

How long was it in the rice?  Both my daughters smartphones (not just one but multiple of them) have all gone for a dunk in the hot tub (or puddles or other bodies of water) at various times and after ricing (or dehydrator) for a few days they all came back and worked fine.  It could be that it is still wet somewhere.  The phone would be the issue not the battery.  Using a dehydrator (the kinds used for jerky) works much faster than rice, it worked in 8 hours or less where rice can take days, basically it is warm forced air but not too hot so it is very effective at speed drying the phone.   Hairdryers can be dangerous because you can force the water farther into the phone.

I've done rice and warm air on customer's phone and they both work, but the warm air works best.

A hair dryer even on a very low speed setting can do more damage then good. The air blast forces tiny droplets of liquid into switches, ports and wire connectors. To the naked eye it may look good but it's still in places you can't see.

Depending on what was in the water, you could have a number of contaminants such as salt, sand, grime, cleaner, soap, etc....I speak in general here, not just what type of liquid you may have experienced.  Any of those can adversely affect electronictry. (IDT that's a real word)

I took it out after 8 hours and have been putting it back in periodically since then. I don't know if it does any good now to keep putting it back but I wanted to check my texts. I don't have access to a hydrator, but thanks anyway.

I am sorry to learn that your phone has some water damage smreyn! Liquid damage can cause many different issues, including inability to recognize chargers and accessories.
