Marketing. They have a low market share. Their network in most areas as slow or non existent. This will give them all the time in the world. Also they also can get certain government aid if they go title II. So they have a lot to gain. It'll make the big carriers look bad.

Sprint is more a name than a network. In my own area they have changed both Rcvr/Xmtr and panel antennas 3 times in 2014 on one local tower site and still no improvment in service.
