Can one migrate old android phone apps and setup to new android phone?

All I see are directions to copy "content" (pics, email, contacts, data files) from one android to another.  Do not see any procedure to produce a mirror setup of all apps and icon arrangement on the new phone.  Possible?   Or do I have to download all apps from the Google Play Store again?

Google can restore and partly mirror an existing phone setup on the new phone. Some of the application data might not transfer though.

SGBrown, I see that Ann154 has provided some great information. Many backup programs no longer provide the ability to transfer applications, but Google does. However, this only works with certain devices and software versions. See more here > http://vz.to/2o2eUbO

samsung smart switch works across all platforms when both are on wi-fi.

i used it to migrate apps, contacts, text messages.....you get to select from several options.

i had a lot of music/30g & pics/10g & these didn't fare as well from phone to phone but was able to use the usb cable for xfer from pc to new phone.
