Have you tried running the phone in safe mode to find out if the errors occur when the third party applications are restricted?

Yes, as stated in the original post, "I've rebooted the phone in safemode
and uninstalled 3rd party apps. Rebooted it multiple times, its now
currently in safemode and STILL crashing/not opening applications"
Not only did I uninstall 90% of my 3rd party apps, I used safemode most of
the day yesterday and it was still having issues.

Annnnnnnnnd Now that I've changed it to ART, the phone is stuck in a reboot
stage. You know the cute little boot-up graphics? Yeah its stuck on that.
Even after resetting is (holing power/volume down)... sooo... any way to
fix THAT now?

Weeeeeeell, I can't get it to turn off, unless the battery is completely
dead, so I can't do a factory reset using external keys, and since it's
stuck on the load screen I can't do one through the settings either... I've
got a very shiny and annoying paper weight.

Well Try this put your M on it's charger and Charge it for about 1 hour see it if shows anything if it does then Try and run the F.R. But if you can't get it to respond, then you'll need to do like I did with my Droid Maxx Call or Visit your Local Store and have then get you a new M at the store they may have some replacements but more in Likely they'll have one sent out to you from the the Fort Worth center that is were mine came from..

Thanks B33, I'll try charging it again and factory resetting, other wise I
suppose I'm forced to go into the store and wait for an hour until they
tell me that they'll have to ship me one and it won't be here until next
week. What service!!

Your Welcome: To add: if the Store can determine the unit is none working and can get it processed Quickly enough today by 5:00pm they might have you another one by Tomorrow or by Monday.. Most likely they'll ship it over night as they did mine..

I got there in plenty of time Friday, they messed with my phone in the back
for about half an hour, got it to factory reset (which apparently was only
a 12 hour "fix" as my phone has gone back to being stuck on the boot-up
animation), and ordered me a replacement "overnighted" which I would assume
would have meant Saturday... but no, once I left the Verizon store and got
the shipping confirmation email it was slated for Standard Overnight
Shipping but with shipping "preference" of "weekday delivery." What the
heck? So here we are, day THREE of having a useless phone and now when they
finally do deliver, it'll most likely be when I'm at work. #rage
