Android no longer saves edited photo?

Why does Android no longer save a photo if you rotate it 90 degrees? This was no problem before the 8.0 update.

Android devices can still save edited photos, unless the application being used to save them doesn't have the correct permission settings to access the location where they need to be saved  to (device storage/SD card etc)
